The Abia State Ministry of Education was established in August 1991, following the creation of Abia State. The Ministry coordinated education activities from early childhood education through to Tertiary Education up until 2024, when his excellency Gov Alex Otti declared a state of emergency on education having unraveled the level of disrepair in basic and secondary education (early childhood) he decided to break-up the Ministry of education into Ministry of Basic and Secondary Education and Ministry of Higher/Tertiary Education. It is headquartered at the Dr. Nnamdi Azikiwe Secretariat in Umuahia, Abia State. Responsible for providing policy guidelines, standards, and programs aimed at facilitating the acquisition of knowledge, skills, values, and beliefs as a fundamental human right. Its mission is to ensure inclusive education that drives development, that also aligns with the Sustainable Development Goal (SDG) 4, the UNESCO Education 2030 Agenda, and one of the five Economic Pillars of the current administration led by Governor Alex Otti. It also harmonizes its activities with Federal Government policies on education. The primary objective is to foster the acquisition of essential skills, as well as mental, physical, and social competencies, enabling individuals to thrive and contribute meaningfully to society. This aligns with the broader goals of the State Education Sector in empowering citizens for positive societal impact.
The vision of the Ministry is to build adequate capacity for formulating appropriate education policies, enforcement, and inspection, in line with international best practices for the advancement of the education sector towards self, state, national, and global development
The mission is to ensure that all the diverse educational institutions in Abia State provide a safe, conducive, and stimulating learning environment that facilitates and enhances the development of self-worth, discipline, motivation, and excellence in learning and character. The Abia State Basic and Secondary Education Management Information System (ASBS-EMIS) is a web-based platform that provides a comprehensive database of ALL basic and secondary schools (private & public), as well as overall management and storage of educational data in Abia State. The ASBS-EMIS is designed to provide the Ministry of Basic and Secondary Education with the necessary data to effectively monitor and manage the education sector in the state.

Abia State Learners Identification Number (ASLIN)
ASLIN is a unique identifier assigned to every child in Abia State, whether enrolled in a public or private school. It enables the Ministry to monitor each learner’s academic journey from pre-school through senior secondary school. By capturing comprehensive data on every student, ASLIN helps the government better understand individual learning needs and improve educational outcomes across the board.
Abia State Teachers Identification Number (ASTIN)
ASTIN is a unique identifier for every teacher in Abia State, regardless of whether they teach in public or private schools. Recognizing that all children in the state—whether in public or private institutions—deserve quality education, we are committed to ensuring that all teachers have access to the same training and professional development opportunities.
Abia State Schools Identification Number (ASSIN)
ASSIN is a unique identification code assigned to every school in Abia State - public and private. It allows the Ministry to effectively monitor, manage, and support all educational institutions across the state. By uniquely tagging each school, ASSIN enables accurate data collection, informed policy decisions, and targeted interventions in areas such as infrastructure, staffing, and student enrollment.
ASSIN is also instrumental in our broader strategy to improve school standards across the board. As part of our commitment to reducing the number of out-of-school children and eliminating shanty schools, the Ministry is extending support to emerging private schools. With proper assistance and oversight, many of these schools can transition into fully licensed institutions with better infrastructure and learning environments.
To further encourage continuous improvement, schools will be ranked using key performance metrics and indices. This ranking system is designed not to punish but to inspire - motivating schools to enhance their teaching quality, infrastructure, and administrative practices. Over time, this approach is expected to drive widespread improvements in both public and private education, creating safer, more effective learning environments for all children in Abia State.
